Once upon a time, in the early 1980s, Lower Manhattan was famous for Wall Street and for Creative Time’s Art on the Beach, a popular public art project on landfill excavated from the World Trade Center site. Today that landfill provides the bedrock for Battery Park City, and Lower Manhattan has come alive with vibrant public spaces from river to river.
